NHR / IFICI Tax Regime (New Residents)

IFICI Regime (formerly NHR): Since 2024, the NHR (Non-Habitual Resident) regime was replaced by the IFICI (Incentivo Fiscal a Investigacao Cientifica e Inovacao). Key benefits: (1) 20% flat tax on eligible Portuguese-source employment income from qualifying activities (scientific research, tech, innovation). (2) Tax exemption on most foreign-source income for 10 years. (3) Must not have been a Portuguese tax resident in the prior 5 years. This is more restrictive than the old NHR but still attractive for tech workers and researchers.

Golden Visa & Housing Regulations

Golden Visa changes (2023+): Portugal ended Golden Visa real estate investment in residential property. Investment fund options (500,000 EUR minimum) remain available. This change was made to help cool the overheated housing market, particularly in Lisbon and Porto. Meanwhile, the government has introduced Mais Habitacao measures to increase housing supply and rent controls.
Documents you'll need: NIF (tax number), valid ID/passport, proof of income (last 3 payslips or employment contract), bank statements, and sometimes a fiador (guarantor).
